     This post is an update to the old one, NOW including a test app. Still work to do with padding but the biggest job is done. You must be aware that this code was created to be used in a file indexing service for search purpose. Use it freely and post any update you make to it. I hope you find it usefull. I created Mp3, ID3V1, ID3V2 classes for use into an Indexing services, you could easilly use them for any media player use. Since it was for an indexing service, no writing is supported. Complete support for URI, Images, Unicode, Complete Mp3 Header. Plus some interesting feature for endianess. Complete code runs using byte array, extremely fast. 3 Class provided (could all be used separately).

I'm really interested in this because it seems to be the only code out there to read MP3 info that doesn't force me to include a dll in my app, but it seems too buggy and like it's missing things. Example: it's reading the bitrate wrong on this file, and also missing a lot of other details. I've highlighted in yellow the bitrate difference and details it misses. The left window is your included sample, and the window on right is just from right-clicking the same file in Windows 8 and clicking it's "Details" tab.

Also, I haven't tried yet, but your other slightly older upload of this same code had a lot of errors when Option Strict was turned On. I always use Option Strict On (as most people probably do and should), and it's a huge pain in the butt to try to include code like this in their projects that forces you to comb through many lines of code fixing those issues.
