What this really does is place the same symbol next each number who's digits ad up to 9, because no matter what number you choose, you will get a number who's digits add up to 9. (If this comment was disrespectful, please report it.)
When you pick a two digit number, it can be expressed as 10x + y where x is the first digit and y is the second. Later you subtract x and then y from it, making it 10x + y - x - y = 9x. The number you remain with will be nine times the first digit you chose, which is obviously a multiple of nine. (If this comment was disrespectful, please report it.)

Check nos. 9,18,27,36,45,54,63,72,81,90,99 they always have the same symbol, because whatever two digits number you choose will fall under one of these numbers :)
