Nice attempt, but it's still not close to being the real thing and doesn't have the same feeling.
Your forgot to include "inactive" window skinning as well, which is an important factor for this project. Resizing isn't too great, i see that you couldn't allow realtime resize because it would lag/clippy.
Voted 3/5, here are my suggestions:
Use GetActiveWindow api and use the timer module to skin it inactively/actively. Use a boolean so it only does the operation once per timer cycle. (you should be doing this for all picture=picture statements because the buttons get clippy, it looks cheap.
Try to think of a different resize method, you could use blocks like in winamp 2.x, blocks give it time to update without flashing. I have an example at:

hey, please respecto the other users submitions, people works for hours, days, weeks to complete a project that will help some others and are kind enought to share it here, if you dont like, just dont vote, or if you think this has no good code formatting, comments or something else, vote, but please don't vote 1 just because toy don't like skinning or you have seen some othes similar submitions. Yes, there are a lot of projects like this, the idea is too used, but see the results, this code is good, well implemented, etc. deserves a nice vote. Its nice. You have worked hard on that. Above everything, its great that you give freely these codes.Not only you, anybody its great to give things freely. In India everything is money. West is West as far as software is concerned. It is easy to create anything but great to give it freely. Here even if we do a small software, nobody has a heart to give it free.
