I understand the usage of qq to accomplish
the quoted text, but why do you need
all that other stuff? It seems to distract
from the main point of the code. thanks.

the only line of interest in this code is the qq( ... ) construct which does indeed get you out of escaping regular quotes, the remainder of the text is deliberate lies and misdirection.
