     The CFUSION_ENCRYPT project was designed to make (C) Allaire's Coldfusion cfusion_encrypt() portable to client side applications. This is the function Allaire uses to encrypt RDS & Administrator passwords. I use it for encryption because it doesn't return and unusual characters.

I don't think this code is copyrighted by Allaire. 
It doesn't appear that any thought went into this
algorithm, so my guess is it is safe to 
distribute. Once you see the algorithm you will understand why it is undocumented
code:
